Board of Directors
The leadership of Bayside Community Hospital & Clinic, or, Chambers County Public Hospital District #1 as it is legally known, is vested in and with the Board of Directors. The Board of Directors are individuals who reside within the boundaries of the District, are elected by the registered voters of the District, and serve staggered four year terms. In their capacity the Board is responsible for, in collaboration with the Medical Staff and Administration, continually assessing, providing for the current needs and strategically planning for the future needs of the community and organization, as well as monitoring and directing the performance of the organization.
Health care trustees are required not only to represent the communities they serve, but also to understand and deal with the problems of the entire health care system. Directors must:
- Define and safeguard the institution's mission;
- Select and support a CEO;
- Ensure, promote and improve the institution's financial viability;
- Appoint and maintain a qualified medical staff;
- Assess and improve the quality of care provided;
- Monitor the effectiveness of the institution's services and programs;
- Promote positive relationships with local, state and federal governments, the community and funding sources; and
- Supervise the welfare of the hospital or health care organization, and ensure that the institution meets the community's needs.
Tommy Willcox; Chair
A native of Anahuac, Mr. Willcox has served on the Board of Bayside Community Hospital & Clinic for six years, and as Chair for the last year. A school teacher by training, having received both B.S. and M.Ed. degrees from Sam Houston State University, Mr. Willcox spends much of his time these days, when not other wise engaged in the business of the District, pursuing farming and ranching interests throughout Chambers County. Married to Marsha Mayes Willcox of Wallisville, he has three children, and is the doting grandfather of four. His “extracurricular” interests include hunting and flying; he is a former Anahuac Area Chamber of Commerce “Citizen of the Year”; and, has been acknowledged, twice, by the Texas Healthcare Trustees as a Recognized Trustee.
Marian Jane Whitley; Vice-Chair
A native of Anahuac as well, Mrs. Whitley has served on the Board for over ten years, most of the time in the Vice-chair capacity. In that capacity Mrs. Whitley has been called upon on more than one occasion to chair the regular meetings of the Board, as well as sub-committee functions of the Board. Mrs. Whitley is involved in the First Baptist Church of Anahuac, where she and her husband, Hall, are active members. Mr. & Mrs. Whitley are the proud parents of two children, and count their four grandchildren as their greatest achievement. Mrs. Whitley spends a considerable amount of time engaging in public speaking on a variety of topics, and has also been acknowledged twice by the Texas Healthcare Trustees as a Recognized Trustee.
Patricia Fuller; Secretary/Treasurer
Known by all as “Pat,” Mrs. Fuller has served on the Board of Bayside for going on 8 years, having at one time been the Business Office Manager for the Hospital; “when things were much simpler than they are now,” shares Mrs. Fuller. Also formally trained as a teacher, Mrs. Fuller spent 23 years in the local school system, and still occasionally “substitutes” when called upon, when not otherwise busily spoiling the latest of her two grandchildren. An active member of the First United Methodist Church of Anahuac where she sings in the choir, Pat spends time dabbling in the stock market with the “Off the Wall” club and traveling with elder hostel. As with most of the rest of her colleagues on the Board, Pat has also been acknowledged twice by the Texas Healthcare Trustees as a Recognized Trustee.
E. Faye Trant; Director
The longest tenured member of the Board, Mrs. Trant is now entering her 17th year on the Board, a number of which were as the Chair, dating back to when the District was first formed. Mrs. Trant has been involved in a number of local civic and professional endeavors over the years including being an active member of the Eminence Baptist Church in Wallisville for over 45 years, where she is also the Treasurer. Mrs. Trant also serves as Treasurer of the Wallisville Volunteer Fire Department; is an active member of the Eminence Cemetery Association; and is currently serving as Vice President of the Anahuac chapter of the American Associations of Retired Persons (AARP). Under her leadership as Chair Bayside was recognized by the Texas Academy of Governance with the “Excellence in Health Systems Governance” award; she has also been recognized twice by the Texas Healthcare Trustees; and, is the 2004 recipient of the Memorial Hermann Healthcare System Distinguished Trustee award.
James Bagwell; Director
The newest member of the Board, Mr. Bagwell was elected to the Board in May of 2006, and has already demonstrated a deep desire to learn and understand rural health systems operations and governance. In pursuit of that knowledge, Mr. Bagwell attended the Texas Healthcare Trustees Orientation and Forum in the Summer of 2006, and is a prolific reader of healthcare journals and publications. A 41 year resident of Chambers County, Mr. Bagwell spent 30 years in the petro-chemical industry, and was married to the late Ruthie Wallace Bagwell, originally of Anahuac, for 44 years. Together they had four children and 12 grandchildren, making him the runaway winner of the “My Granddaddy spoils me best” contest on the Bayside Board.
All five members of the Board have participated in and completed the Texas Attorney General’s “Open Government” training.
“Health care trustees are charged with safeguarding the most valuable resource of a community: the health of its citizens. The Texas Academy of Governance addresses the challenge of leadership on a statewide scale, and only rewards hospitals, health systems and trustees that participate in ongoing education and training to ensure core governance competencies. The people and communities served by a Texas Academy-recognized hospital or health system can be confident in that organization's governance expertise.”
